There was a dog I completely fell in love with and regret not taking her home with me and can’t stop thinking about it. Is it possible to offer to buy her from the adopter?

Adoption agreements vary with many stating that adopters who no longer want to keep an adopted animal must either return the animal to the shelter or obtain the shelter’s consent to rehome the animal. In this way, shelters can better ensure that the animals are placed in loving homes. Also, shelters do not typically release an adopter’s contact information. Consider that there are so many wonderful animals at shelters and rescues so consider adopting an animal who does not already have a home.
